Environment and Conservation Fund Application and Management System (Smart ECF) Tutorial Session(s) for Online Application Submission

Introduction

The first round of funding support in 2026/27 for funding schemes of “Publicity and Education Projects (“P&EPs”)” and the “Practice and Action Projects (“P&APs”)” under the Environment and Conservation Fund (“ECF”) is open for applications in May 2026. For details, please visit the Latest News page of the ECF website (https://www.ecf.gov.hk/en/news/index.html).

To facilitate eligible organisations in submitting applications and enhance the working efficiency in processing applications and managing approved projects, the ECF has developed the Smart ECF which is a one-stop electronic system. In 2025/26, Smart ECF began to receive online applications for P&EPs and P&APs and the response have been positive. To further enhance efficiency, starting from this round of applications, the Secretariat will only accept online applications submitted through Smart ECF. No other forms of submission will be considered.

Please note that only the person-in-charge (i.e. Head or Deputy Head of the organisation), who has successfully registered a Smart ECF account, can submit online applications through the Smart ECF during the specified invitation period. If interested local non-profit making organisations (e.g. community bodies, green groups, schools and tertiary institutions, etc.) have not registered, please submit application to the Secretariat for registration through this webpage (https://www.ecf.gov.hk/en/applications/smart-ecf.html) as soon as possible. Once the Secretariat has received the application for account registration and verified and approved the submitted documents, applicants will generally receive the Smart ECF account activation email within around 10 working days. As the account verification process takes time, organisations intending to apply for this round of funding support are advised to complete their account registration as early as possible.

Tutorial sessions
To help local non-profit making organisations interested in applying for this round of funding support to learn about and become familiar with the procedures for submitting applications through Smart ECF, the Secretariat have specially organised a total of six tutorial sessions (details are appended below). During the tutorial sessions, our instructors provided on-site guidance and demonstrations to the participants, and computers were also available for on-site practice. Organisations that were unable to attend can also click here to watch the tutorial video and learn the process of submitting applications through the Smart ECF.
