
Environment and Conservation Fund (ECF) Application and Management
System (i.e. Smart ECF) is a one-stop system that supports application and management of projects supported by ECF (ECF projects) by the eligible users. It is managed by the Secretariat of the ECF Committee (the Secretariat). Registered Smart ECF users can handle matters
related to applications and management of approved projects through this system, including submission of
applications and supplementary information, assessment of applications, updating application status, management of approved ECF projects and
the project accounts as well as connecting with the Secretariat, with a view to promoting paperless practices.
The Secretariat has gradually launched the online application of Smart ECF for different funding schemes, allowing eligible individuals (i.e. Types 1 and 2 individuals under the “Eligibility to register an account” section below) who has successfully registered a Smart
ECF account to submit online applications during the specified application period. The opening dates for online applications for each funding scheme will be
announced in due course. In this connection, eligible organisations* interested in applying for ECF’s funding support are advised to arrange the relevant responsible staff to complete the account registration of Smart ECF as early as possible.
Individuals eligible to register an account on Smart ECF should be the following three types:
Person-in-charge of the eligible applicant* / recipient organisation (i.e. Head or Deputy Head of the organisation);
[Only applicable to local universities and the Technological and Higher Education Institute of Hong Kong (THEi)] Principal investigator or the Head of the relevant academic faculty/department/office for Research and Development Projects (R&DP); or
Project leader of an approved ECF project under Publicity and Education Projects (P&EP) and Practice and Action Projects (P&AP).
Note: The Secretariat will assess and approve each account registration request on a
case-by-case basis.
After the Secretariat received the registration and verified all required
documents, successful registrant will receive an activation email for the Smart ECF account within 10
working days.
