
What is Smart ECF?
Environment and Conservation Fund Application and Management
System (i.e. Smart ECF) is a one-stop system that support application and management of the Environment and
Conservation Fund (ECF) projects by the eligible users. It is managed by the Secretariat of the Environment
and Conservation Fund Committee (the Secretariat). Registered Smart ECF users can centrally handle matters
related to applications and management of approved projects through this system, including submission of
application forms and supplementary information, checking application status, managing the ECF projects and
the account information as well as connecting with the Secretariat in the system.
The first phase of
Smart ECF has been launched for eligible organisations who are interested in applying the ECF to register
accounts. The Secretariat will launch the online application of Smart ECF for different funding schemes for
the person-in-charge (i.e. Head or Deputy Head of the organisation) who has successfully registered a Smart
ECF account to submit online applications during the invitation period. Relevant launch date will be
announced in due course.
The Secretariat encourages organisations to use electronic systems to submit
applications as much as possible to reduce paper usage and enjoy the convenience of submitting documents
electronically.
Eligibility to register an account
Individuals eligible to register an account on Smart ECF should be the representatives of the following individuals from applicant or recipient organisations:
Person-in-charge (i.e. Head or Deputy Head of the organisation);
Principal investigator (Universities/the Technological and Higher Education Institute of Hong Kong (THEi)); or
Project leader of an approved ECF project.
*The Sercetariat will approve each account registration on a
case-by-case basis.
After the Secretariat received the registration and verified all required
documents, successful registrant will receive an activation email for the Smart ECF account within 10
working days.
