Invitation of Applications for “Community Waste Reduction Projects” (Second Round in 2020/21)

The Environment and Conservation Fund (ECF) Committee is calling for applications for “Community Waste Reduction Projects” from 9 October to 16 November 2020. About $25 million is available in this round of invitation for Community Waste Reduction Projects.

Applications for Community Waste Reduction Projects

Applicants should read the Guide to Application (October 2020 version) for Community Waste Reduction Projects carefully, and fill in the relevant Application Form (October 2020 version). Completed application forms should reach the office of the Waste Reduction Projects Vetting Sub-committee Secretariat (the Secretariat) at 5/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong before 6:00 p.m. on 16 November 2020 (Monday) (please state “Community Waste Reduction Projects” on the covering envelope). For applications submitted by mail, the postmark should be dated on or before 16 November 2020 and please ensure payment of sufficient postage as the Secretariat will not accept underpaid mails or bear the surcharge so arisen. In case the Black Rainstorm Warning Signal or Tropical Cyclone Warning Signal No. 8 or above is in force for any duration between 12:00 noon and 6:00 p.m. on 16 November 2020, the invitation closing time will be extended to 6:00 p.m. on the next working day.

Late or incomplete applications or applications not submitted in accordance with the instructions and requirements as stated in the Guide to Application and Application Form will not be processed.

It is expected that the earliest time for announcement of the application results would be in March 2021. Invitation for the next round of applications is tentatively scheduled in April 2021.

Inviting Schools to Apply for the ‘Pilot Scheme for Provision of Necessary Equipment for “Plastic-free” School Lunch’

To reduce the use of disposable plastic food containers and cutlery at schools, the Environment and Conservation Fund (ECF) has launched a new funding scheme - Pilot Scheme for Provision of Necessary Equipment for ‘Plastic-free’ School Lunch (the Pilot Scheme).The Pilot Scheme aims to subsidise about 50 primary and secondary schools to acquire refrigerators, steam cabinets, dishwashers and disinfection machines, with a view to encouraging students to bring their own lunches using reusable food containers and cutlery.

Pilot Programme on Provision of Small Food Waste Composters at School (Phase Two) Invitation for Application

As positive responses were received from schools participating in the Pilot Programme on Provision of Small Food Waste Composters (Phase One) launched in December 2018 and there are potential demands from schools on acquiring small composters for education and demonstration purposes, the Environmental Protection Department through the Environmental Education and Community Action Projects funding scheme under the Environment Campaign Committee is now launching Phase Two of the Pilot Programme (the Phase Two Programme).

The Phase Two Programme will provide 5 kg small food waste composters together with associated educational materials to primary and secondary schools with dual objectives of cultivating “Food Wise” culture among teachers and students.

We are now calling for applications for the Phase Two Programme from 4 September 2020 (Friday) to 27 November 2020 (Friday) (Updated). Annual Invitation of Applications for “Environmental Research, Technology Demonstration and Conference (RTDC) Projects”

The Environment and Conservation Fund (ECF) Committee is calling for applications for RTDC projects from 26 June (Friday) to 25 August 2020 (Tuesday). About $30 million is available for supporting selected RTDC projects, including up to $3 million for conference projects.

Applicants should read the Guide to Application (June 2020 version) and fill in the Application Form (June 2020 version). Completed application forms should reach the Secretariat, ECF Research Projects Vetting Subcommittee (Address: 5/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong) before 6:00 p.m. on 25 August 2020 (Tuesday). (Please state “RTDC Projects” on the covering envelope). For applications submitted by mail, the postmark should be dated on or before 25 August 2020. Please ensure payment of sufficient postage; the Secretariat will not accept underpaid mails nor bear the surcharge so arisen. Invitation of Applications for “Waste Separation Projects to Pave the Path for Municipal Solid Waste Charging”

The Environment and Conservation Fund (ECF) Committee is calling for applications for “Waste Separation Projects to Pave the Path for Municipal Solid Waste Charging” (Waste Separation Projects) from 22 May 2020 (Friday) to 29 June 2020 (Monday).

To support the implementation of municipal solid waste (MSW) charging, the ECF Committee has launched a funding scheme on “Waste Separation Projects”. The purposes of this funding scheme are to educate the public the importance of reducing waste at source, promote the culture of “use less, waste less and recycle”, encourage participants to practice proper waste source separation and clean recycling, and at the same time, try out the charging arrangements so as to get the entire community prepared for the implementation of MSW charging and reduce waste.

Applicants should read the Guide to Application and fill in the relevant Application Form. Invitation of Funding Applications for “Environmental Research, Technology Demonstration and Conference Projects 2019”

Funding applications for Environmental Research, Technology Demonstration and Conference (RTDC) projects are hereby invited. The period for submission of applications is from 30 May (Thursday) to 29 July 2019 (Monday). Under this round of invitation, about $30 million will be available for supporting meritorious projects selected by the Environment and Conservation Fund (ECF), about 10% of which will be set for conference projects.

Updated version of the Guide to Application, the Application Form, the Progress Report Form and the Completion Report Form for RTDC projects are posted at the ECF website at: https://www.ecf.gov.hk/en/application/index.html#rtdcp. Duly completed applications should reach the Secretariat, ECF Research Projects Vetting Subcommittee at 5/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong) at or before 6:00 p.m. on 29 July 2019 (Monday). For applications submitted by mail, the postmark should be dated on or before the invitation closing date. Please ensure payment of sufficient postage. The Secretariat will not accept underpaid mails nor bear the surcharge so arisen. Applicant organisations are encouraged to consider putting up project proposals with practical outcomes on the following priority topics:

1. Climate Change - Technology to reduce the cost of distributed renewable energy; Research to overcome power companies’ grid capacity issue; Enhance climate resilience of water management and sewerage facilities; Biochar and climate change mitigation;

2. Water Quality - Odour mitigation from sewerage facilities and drains; Health hazard of microplastics in marine environment and removal of microplastics in sewage treatment processes; Innovative techniques for sewer condition survey/ rehabilitation; Smart technology/automatic image analysis to identify and count phytoplankton/to capture floating refuse; Surface runoff management and treatment technology in construction sites;

3. Waste Reduction and Recycling - Yard waste and animal waste treatment technologies; Ways to increase efficiency to collect surplus food/food waste; Odour/rodent control for temporary food waste storage prior to collection; Big data/IoT application in waste recycling and collection; Innovative recycling business and circular economy models for Hong Kong; Technology for recovering, recycling and treatment of non-inert construction waste; Reuse and recycling of photovoltaic solar panels; and management of packaging waste.

Application for “Community Involvement Projects for Waste Reduction Through Quantity-based Municipal Solid Waste Charging” has commenced on 11 January 2019 (Friday). Invitation of Applications for Community Involvement Projects for Waste Reduction Through Quantity-based Municipal Solid Waste Charging

The Environment and Conservation Fund (ECF) Committee is calling for applications for Community Involvement Projects for Waste Reduction Through Quantity-based Municipal Solid Waste Charging from 11 January 2019 (Friday) to 11 March 2019 (Monday).

To support the implementation of MSW charging, the Environment and Conservation Fund (ECF) Committee has set up a funding scheme for non-profit making organisations to conduct community involvement projects under the banner of “MSW charging”. The purpose of this funding scheme is to get the entire community prepared for the implementation of quantity-based MSW charging in Hong Kong. Its aim is not merely to enhance community awareness, but to mobilize collective actions within different sectors so as to maximize the benefits of charging in terms of waste reduction and recycling.

Applicants should read the Guide to Application for Community Involvement Projects for Waste Reduction Through Quantity-based Municipal Solid Waste Charging carefully and fill-in the relevant Application Form.
