2025/26 First Round Application Invitation for “Research and Development Projects”
Research and Development Projects
Applicant organisations should read the Guide to Application (July 2025 version) for Research and Development Projects before completing the Application Form. Applicant organisations may:
a. apply online by submitting a completed Electronic Application Form at the GovHK website:
https://eform.cefs.gov.hk/form/epd006/en/ ; or
b. apply by submitting a duly completed paper-based Application Form (July 2025 version) by hand or by post to the Research and Development Projects Vetting Subcommittee Secretariat (the Secretariat) at 5/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong; or
c. apply by submitting softcopy of a completed Application Form via email to ecf@eeb.gov.hk
before 6:00 p.m. on 18 August 2025 (Monday) (please state “Research and Development Projects” on the envelope or as the email title).
For applications submitted by post, the postmark should be dated on or before 18 August 2025 and please ensure payment of sufficient postage as the Secretariat will not accept underpaid mails or bear the surcharge so arisen.
In case Tropical Cyclone Warning Signal No. 8 or above is hoisted, or Black Rainstorm Warning Signal / Extreme Weather Condition announced by the Government is/are in force for any duration between 12:00 noon and 6:00 p.m. on 18 August 2025, the application closing time will be postponed to 6:00 p.m. on the next working day. This arrangement is applicable to the application submitted in person and by post.
Late or incomplete applications or applications not submitted in accordance with the format and requirements as stated in the Guide to Application and Application Form will not be processed.
Briefing Session on Application Invitation
The briefing session covering an introduction to the Research and Development Projects as well as the application details will be conducted on 22 July 2025 (Tuesday) at 3:00 – 4:00 p.m. Parties interested to join the briefing session may register by completing online registration (Register here) on or before 16 July 2025 (Wednesday) 12:00 noon. Confirmation email with the login details will be sent to the successfully enrolled parties by 21 July 2025 (Monday). The briefing materials will be uploaded onto the ECF website upon completion of the briefing session.
