Environment and Conservation Fund Application and Management System (Smart ECF) Tutorial Session(s) for Online Application Submission (Updated)
The Environment and Conservation Fund Application and Management system (i.e. Smart ECF) managed by the Secretariat of the Environment and Conservation Fund Committee (the Secretariat) has launched its first phase in 2024 for eligible organisations who are interested in applying the ECF to register accounts. The online application of Smart ECF will be launched in due course for the person-in-charge (i.e. Head or Deputy Head of the organisation) who has successfully registered a Smart ECF account to submit online applications during the invitation period. The Secretariat has earlier invited the interested person-in-charges and the representatives of their local non-profit making organisations (e.g. community bodies, green groups, schools and tertiary institutions, etc.) to join the captioned tutorial session(s) and conduct a trial on submitting online applications through Smart ECF, in order to get familiarised with the operation and process.
The tutorial session(s) were conducted face-to-face as detailed below:

Session 2: 14 April 2025 (Monday) 3:30 p.m. – 4:30 p.m
Session 3: 15 April 2025 (Tuesday) 10:30 a.m. – 11:30 a.m
Session 4: 15 April 2025 (Tuesday) 3:30 p.m. – 4:30 p.m
Location: 5/F, Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong
Language: Cantonese
Target Participants: Person-in-charge (i.e. Head or Deputy Head) of local non-profit making organisations
Quota: 20 persons / session (first-come-first-serve)
To help eligible users in using Smart ECF, a Quick Start Guide for online application submission has been uploaded to the Environment and Conservation Fund website. Please click here for details. The launch date of Smart ECF online application for different funding schemes will be announced in due course.
(Note: After the official launch of the Smart ECF online application, only the person-in-charge (i.e. Head or Deputy Head of the organisation) can submit applications. If the person-in-charge of your organisation has not registered a Smart ECF account, please register as soon as possible through https://smart.ecf.gov.hk .
