Submissions
1. After the submission of an electronic application form or for applications submitted by email, do I still need to submit a paper-based application form?
For electronic applications or applications submitted by email, submission of paper-based application form is not required.
2. Can the applicant organisation have a copy of the application form submitted through the online system?
If the applicant organisation chooses to submit the application online, it should download a soft copy of the application form for record. Under normal circumstances, the Secretariat will not provide a copy of the application to the applicant organisation.
3. Will the closing date be different for an application form submitted by post?
For applications submitted by post, the postmark should be dated on or before the application closing date. Otherwise, it will be regarded as late applications. Please ensure payment of sufficient postage as the Secretariat will not accept underpaid mails. (Note: Paper-based applications would not be accepted for Publicity and Education Projects).
4. Will the closing date be different if the Black Rainstorm Warning Signal or the Tropical Cyclone Warning Signal No. 8 or above is hoisted on the application closing date?
In case the Tropical Cyclone Warning Signal No. 8 or above is hoisted, or the Black Rainstorm Warning Signal/Extreme Weather Condition announced by the Government is/are in force for any duration between 12:00 noon and 6:00 pm on the application closing date, the application closing time will be postponed to 6:00 pm on the next working day.
5. If the applicant organisation needs more time to submit one of the supplementary or supporting documents, can it submit the application form first and submit the supplementary or supporting documents later?
Duly completed application form together with any supplementary or supporting documents must be submitted to the Secretariat on or before the closing date. Late or incomplete applications, and applications not submitted in accordance with the format prescribed will not be processed.
6. How can I change the particulars on the application form after submitting the application?

Applicant organisations may re-submit the
application form before the application deadline and the latest submission will be used by the
Secretariat for vetting. Applicant organisations are required to provide the best and fullest
information in their applications, and the Secretariat is not obliged to request for additional
information from applicant organisations. Late submissions will not be processed.
[After
Application Deadline]
Applicant organisations are not allowed to change the particulars in the
submitted application form in the online system. Therefore, applicant organisations are advised to
ensure that the information provided therein is complete and correct before the submission.
7. Can an organisation submit more than one application at the same time?
Applicant organisations may submit applications according to their actual needs.
Under normal circumstances, for an applicant organisation with two on-going projects under the same
funding scheme, its new applications with the same commencement period will not be approved.
As
for the Research and Development Projects where the principal investigator is already undertaking two
approved on-going research and/or technology demonstration projects and one on-going conference
project, under normal circumstances, applications submitted by the principal investigator with the
same commencement period will not be approved.
8. If the applicant organisation has received other sources of sponsorship(s), will it affect its applications for the ECF?
The applicant organisation should clearly list out the availability of other sources of sponsorship(s), both confirmed and being applied, for the project, and state clearly which parts of the project will be funded by these sources of other sponsorship(s) and how these parts are related to the parts to be funded by the ECF.
9. Will funding be granted for expenses incurred by the organisation in engaging staff to prepare for the project for this round of application (or to kick off part of the activities of the proposed project/the preparatory work)?
Normally, no funding will be granted for relevant expenses for project activities/work starting before an approval is given by the Vetting Sub-committee.
10. Our organisation would like to know whether we can apply for the ECF (or which funding scheme/programme we can apply for) regarding a project conceived by us?
There are a number of funding schemes/programmes under the ECF with different nature, objectives and service areas. Organisations may refer to the projects funded by different funding schemes/programmes in the past and their latest guides to application, and make decisions based on various factors such as the contents of the activities of the proposed project. Relevant information has been uploaded onto the ECF website. (Website -> Applications/Approved Projects)
11. Will the ECF accept an application for the extension of an ongoing or a completed project, and what are the consideration factors?
On vetting the extension of a project, due consideration will be given to
general consideration factors and whether the project shows enhancement/improvement in different
aspects, such as adding new elements, improving performance and/or optimising the contents of the
original project, etc., as well as gradually diminishing reliance on the ECF funding support without
compromising the project performance.
Normally, the same project will not be approved for extension
more than twice.
12. Can an application be withdrawn after submission?
The applicant organisation may write to the Secretariat (by email, facsimile or post) to withdraw an application at any time before an agreement is signed with the Government.
13. Can our organisation still submit an application even if we have missed the last round of application?
All applications must be submitted within the specified period for each round of application. Late applications will not be accepted.
14. When will the application results be released after the submission of applications?
The approval processes will normally be completed within six months after the closing of the application deadline.
15. How will the approval results be announced after the submission of applications?
The Secretariat will notify the applicant organisations of the approval results in writing by post or email.
16. Can our organisation re-submit our application that was once rejected?
The applicant organisation may revise and improve the contents of the proposed project submitted in the previous unsuccessful application, and re-submit it in subsequent rounds of applications. In the re-submission, the applicant organisation should clearly set out the differences between the re-submitted proposal and rejected one for consideration purposes. All applications received in the same round (including re-submitted and new applications) will be considered on an equal footing.
Application Forms
1. Do we need to provide the information of all organisations in the application form if the proposed project is to be jointly carried out by different organisations?
The organisations concerned should identify and nominate a principal organisation among them as the applicant organisation of the project, and provide the information of other assisting organisations.
2. Who should be the person-in-charge of a project?
The person-in-charge of a project should be the Head or Deputy Head of the
applicant organisation.
As for Research and Development Projects accepting applications from
universities/the Technological and Higher Education Institute of Hong Kong (THEi), their
person-in-charge should either be the principal investigator of the project or the head of the
relevant academic faculty/department/office.
3. What are the differences between the person-in-charge of a project and project leader?
They can be the same person or two different persons. The person-in-charge of a project should be the Head or Deputy Head of the applicant organisation.
4. Should the relevant part be left blank if the information sought is not applicable or not available?
Please fill in “N/A”.
5. Is it a must to sign an agreement on safeguarding national security?
Yes. An application will be considered invalid if an agreement on safeguarding national security is not signed and submitted along with the application form.
6. Can we put down the contact information of one more contact person?
Yes.
7. How will the personal data provided in the application form be used?
The personal data and other related information provided in the application form will be used by the ECF and relevant government departments/organisations/persons for the purpose of processing the application. Where necessary, the particulars submitted may also be provided to other departments/organisations/persons for the purpose of verifying the particulars provided and other purposes related to the application.
8. Can I choose not to provide certain personal data in the application form?
The provision of personal data and other related information by the applicant organisation in the application form is voluntary. The applicant organisation may apply to the Secretariat to withhold some data from releasing to the public. However, if adequate and accurate data are not provided, the application may not be able to be processed.
9. Can I request access to and correction of the personal data and other related information provided in the application form?
You have the right to request access to and correction of the personal data and other related information you supplied in accordance with the provisions of the Personal Data (Privacy) Ordinance (Cap. 486). Please return the completed Data Access Request Form (Website → Privacy Policy Statement) to the ECF Secretariat by email, facsimile or post.
10. Will the information in the application form/of the funded projects be released?
The ECF may keep the application form and the progress/completion report(s) and may include the personal data and other related information provided in the application form in a register/catalogue, which may be made available for public inspection.
Briefings
1. Are the contents of the first and second briefing sessions the same?
The first briefing session is held mainly for introducing the relevant funding
schemes whereas the second one focuses on the details of completing the application form.
Only one
briefing session is arranged for Research and Development Projects.
2. In which language are the briefing sessions conducted?
The briefing sessions are conducted in Cantonese. The presentation materials are
shown in both Chinese and English.
The briefing session for Research and Development Projects is
conducted in English with the presentation materials in English only.
3. Will audio/video recordings of the briefing sessions be provided if our organisation is unable to arrange a representative to attend the briefing sessions?
All relevant presentation materials will be uploaded onto the ECF website upon completion of the briefing session (Website -> Applications).
4. Can our organisation apply for attending the second briefing session if we are unable to arrange a representative to attend the first one?
Yes.
