The Environment and Conservation Fund Committee encourages Hong Kong citizens to practice green and low-carbon life, care for the environment and conserve natural ecology, especially in making changes in personal behaviour and lifestyle as well as developing habits of such in order to achieve sustainable development. The terms of reference of the Committee are as follows:

1. To advise the trustee of the Environment and Conservation Fund on the manner and extent of using the Fund to provide funding for education, research and other projects and activities in the field of environment and conservation in Hong Kong;
2. To invite and receive applications from eligible organisations in Hong Kong for financial support to promote and implement publicity and education, practice and action, research and development, as well as other projects and activities in the field of environment and nature conservation; approve relevant applications and decide the amount of grant for each application; monitor the implementation, progress and effectiveness of approved projects;
3. To consider accepting donations for purposes consistent with the objective of the Environment and Conservation Fund; and
4. To publicise and promote the Environment and Conservation Fund.
